Although it is heavily criticised, Henk Volberda of RSM argues that the Dutch top sector policy - along with the strong development of regional innovation hotspots, such as Eindhoven, Twente and Amsterdam - has helped contribute to an exceptionally innovative ecosystem. "Without the leading top sector policy, the Netherlands would never have placed 4th in terms of innovation and advanced Dutch business."
